Penny was born in 1992, in Seaside, Oregon to Krista and Steve Lane. When she was a baby, she would stare at nothing, making faces and laughing, and when it continued as she got older, her mother became bothered by it. Her parents divorced when she was five, and Penny spent the last five years being bounced back and forth between them.
When her mom died from Captain Tripps, she decided to ride her bike to her dads house in Astoria to see if he was alive. She crashed her bike and got hurt, and Eloise Bennett found her.
